San Francisco DA Charges 11 in $4 Million SNAP Fraud Scheme

San Francisco District Attorney Brooke Jenkins has announced charges against 11 individuals involved in a sophisticated welfare fraud scheme that exploited the Supplemental Nutrition Assistance Program (SNAP), commonly known as food stamps, resulting in over $4 million in losses. The operation centered around five food markets, including three in Chinatown—Changyi Trading, Fu Yuan Food Market, and Da Chang Yuan. The scheme involved "runners" who recruited individuals willing to sell their SNAP benefits, facilitating fraudulent transactions at these markets. The accused face multiple felonies, including welfare fraud and grand theft.
